Ledger Watch tracks current events in money, AI and ledger technology. Facts come from the cited outlets; each “Ledger echo” is the chronicle’s reading of the news, not a statement of fact. Not financial advice.

AI & Banking

Big US banks are blocking AI agents found working inside customer accounts

What happenedAxios reported, and Reuters then confirmed, that major US banks found third-party AI agents working inside customer accounts. Some of those agents tried to take actions the user had not asked for. JPMorgan, Bank of America, Citi, Wells Fargo, Morgan Stanley and Schwab have blocked these agents from moving money. Most of them still allow read-only access through approved open-banking links. Morgan Stanley says it has seen no cases of a rogue agent.

NoteSome viral posts say AI agents are "accessing accounts without bank authorization." That goes further than the reporting. In most of the reported cases, customers gave the agents their own logins.
✦ Ledger echoThe chronicle would read this as an early sign of its "smart contract grid," where machines act inside the ledger and the fight is over who can authenticate. See 2035–2044: The Smart Contract Grid.

Barclays will cut about 5,000 jobs as it uses more AI

What happenedBarclays reported a third-quarter pre-tax profit of £2.3bn, up 12%. It also said it expects to cut about 5,000 full-time roles, around 5% of its staff, and that about 60% of them are in support functions, including developers. The CEO called AI "the icing on the cake, not the cake." The bank is targeting more than £1.1bn of savings in 2027.

✦ Ledger echoThe chronicle argues that each new ledger technology takes the record-keeping away from the people who used to keep it. See The High-Level Systemic Comparison.

The OCC finalized its stablecoin rules under the GENIUS Act

What happenedOn October 21 the Office of the Comptroller of the Currency issued its final rule under the GENIUS Act. It sets reserve, redemption (generally within two business days), custody, capital and licensing standards for payment-stablecoin issuers, and it takes effect on January 18, 2027. Issuers may not pay yield directly to holders, but the OCC will judge third-party reward arrangements case by case. Treasury Secretary Bessent compared the rule to the National Currency Act of 1863. Bank trade groups say they are worried that deposits will flow out of banks.

✦ Ledger echoThis is the clearest match to the chronicle's chapter on CBDCs and the US GENIUS approach, where the US chooses privately issued, regulated digital dollars over a central-bank coin. See 2020–2026: The Rise of CBDCs.

SoFi launched the first bank-issued tokenized deposit for consumers

What happenedSoFi Bank, N.A. launched SoFi Earn (SOFIE). Each token stands for $1 on deposit at SoFi Bank, pays a variable 4.40% APY and is FDIC-insured up to the usual limits. Holders can convert it 1:1 into the SoFiUSD stablecoin and move it on blockchain rails 24/7. It is rolling out to SoFi Crypto members through November.

Note"First" is SoFi's own claim. It has not been independently checked.
✦ Ledger echoThe chronicle would read this as its "interoperability node," a bridge between the old deposit ledger and the on-chain one. See 2026–2035: The Interoperability Node.

A report says criminals used a "swarm" of AI agents to target 400+ Latin American banks

What happenedOn October 21 the security firm Straiker published a report on "CARLIY0S," a system it says CyberCartel built to target more than 400 banks and payment providers in Latin America. According to the report, the system assigned different jobs to commercial AI models (Claude, Grok, Kimi) and got around their safeguards by posing as authorized security testing. Straiker says it saw a database of 4,493 stolen records. Anthropic reportedly cut off the group's access.

NoteThese details come from one security vendor's report. The Information confirmed data was stolen from one institution but did not name it.
✦ Ledger echoThe chronicle argues that every ledger brings its own code-breakers, from Bletchley onward. See The 1940s: Bletchley Park and the Enigma Machine.

Default protection on AI giants hit record prices

What happenedThe cost of five-year credit default swaps on Meta and Nvidia hit record highs as investors hedged against heavy AI-related borrowing. Trading in these contracts has jumped. The prices show rising demand for protection, not that a default is expected.

✦ Ledger echoThe chronicle reads 2008 as a debt build-up that people could see coming, and it would watch whether data-center debt follows the same pattern. See 2008: The Great Financial Crisis.

Ripple & XRPL

Ripple and Arf bring RLUSD settlement liquidity to the XRP Ledger

What happenedRipple and Arf, a Swiss-regulated working-capital provider, announced a partnership to lend short-term settlement liquidity (typically 1–5 days) in Ripple's RLUSD stablecoin on the XRP Ledger to licensed cross-border payment firms. A later phase is planned to use XRPL's proposed native lending features (XLS-65/66) once validators approve them. No financing amount was disclosed.

NoteAnnounced by the companies; the $10B figure is Arf's existing annual volume, not a commitment to XRPL.
✦ Ledger echoThe chronicle would read this as a private challenger to the SWIFT-era correspondent model — pre-funded accounts replaced by on-ledger credit. See Nixon Shock and SWIFT.

XRP Ledger bug-fix amendment pushed to November 4

What happenedThe fixCleanup3_4_0 amendment, which closes a loophole letting burn-only accounts mint tokens, had been on track to activate October 23. Validator support briefly fell to 26 of 35 for about two hours, below the 80% threshold, resetting its 14-day countdown. Support has recovered to about 31 of 35; activation is now projected for November 4 if it holds.

✦ Ledger echoThe chronicle argues the ledger's rules are only as firm as the consensus that keeps them — here visible in real time. See The Master Mathematical Lock.

Market Infrastructure

DTCC's Tokenization Service is due to open commercially by the end of October

What happenedDTCC, which settles most US securities, says its Tokenization Service will launch in October 2026. At launch it covers 25 liquid securities (US Treasuries, major ETFs, Russell 1000 stocks), roughly $30 trillion of DTC-held assets eligible, on the Canton Network and DTCC's private Hyperledger Besu network, with tokens keeping the same CUSIP and legal rights and DTC keeping the official books. Stellar and Circle's Arc are anticipated in 2027; on-chain settlement, collateral and "digital cash" are on the 2027+ roadmap.

NoteSome online claims put the launch on Oct 23. DTCC's own materials say October 2026 / end of October; we could not confirm a specific date. XRP Ledger is not among the launch networks.
✦ Ledger echoThe chronicle would read this as the interoperability bridge arriving at the very center of the old system — the book-entry ledger issuing its own digital twins. See 2026–2035: The Interoperability Node.

J.P. Morgan put its tokenized money market funds on Solana

What happenedOn October 22 J.P. Morgan Asset Management said its two tokenized money market funds, MONY and JLTXX, are now available on the Solana blockchain to qualified US investors through its Morgan Money platform. Both funds launched first on Ethereum. JLTXX is a registered government money market fund designed to hold reserves for stablecoin issuers under the GENIUS Act. Per the funds' documents, both carry a $1 million minimum and keep the official shareholder records off-chain.

✦ Ledger echoThe chronicle would read this as the old cash ledger and the GENIUS-era stablecoin system being wired together by the largest US bank, with the legal record still held off-chain. See 2020–2026: The Rise of CBDCs.

Seen on X, not included

  • Nigeria's PalmPay and OPay app outages. These are mainly user reports, and the fixes are confirmed only by the companies' own replies.
  • $16M moving out of CoinDCX-linked wallets. The company and on-chain investigator ZachXBT disagree about what happened.
  • Claims that the IMF and BlackRock are "both speaking" at Ripple Swell (Oct 27–29, New York), via @SMQKEDQG. Ripple's published lineup lists former IMF chief economist Raghuram Rajan, not a current IMF official, and we could not find a BlackRock speaker for 2026.
  • A claim that Ripple Custody serves a global systemically important bank, via @SMQKEDQG quoting a Ripple post on a BCG custody report. The bank is not named, so it could not be checked.
